Development Spending Up by €34.3 Million in State Budget

Development spending in the state budget increased by €34.3 million in the first seven months of 2025 compared to the same period last year. According to data from the General Accounting Office of the Republic, the implementation rate reached 31%, compared to 30% in 2024.

Total development spending for 2025 amounts to €1.55 billion, with implementation reaching €480.44 million by the end of July, compared to €446.12 million in 2024.

Revenues amounted to €5.23 billion (45% of the budget), while expenses amounted to €5.30 billion (41%). Budget implementation in relation to revenue decreased compared to 2024 (52%), mainly due to a decrease in Loan Proceeds. At the same time, budget implementation in relation to expenses also decreased (41% compared to 47% in 2024), mainly due to a decrease in Loan and Interest Repayments.

Indirect taxes increased by €0.10 billion, while direct taxes increased by €0.17 billion. Spending on payroll and pensions increased by 7%, while loan and interest repayments amounted to €0.56 billion.

Capital expenditure implementation amounted to €187.8 million, while co-financed expenditures amounted to €106.6 million. Grants, contributions, and subsidies amounted to €137.6 million, and social benefits to €35.4 million.
