Auditor General Recommends Transparency in EAC Hiring Practices

The Auditor General recommends that the EAC (Electricity Authority of Cyprus) amend its hiring regulations to ensure transparency and equal opportunities for all Cypriot citizens.

According to Regulation 13 of the EAC, positions for “first appointment” and “first appointment and promotion” are not published, limiting access to these positions only to EAC employees. The Auditor General points out that this practice violates the principle of equality, as it deprives citizens outside the EAC of the opportunity to compete for these positions.

The EAC argues that its specialized technical nature requires the utilization of the knowledge and experience of existing staff. However, the Auditor General counters that this should not prevent the broadening of the pool of candidates, especially for positions of general interest, such as positions in human resources, accounting, and information technology departments.

The Auditor General's recommendation to the EAC is to consider amending the regulations and publishing job vacancies, giving all interested parties the opportunity to apply.
