Cyprus: '112' Emergency System Tender Cancelled in 2024 – New Developments

The Ministry of Interior has announced that the tender for the Population Early Warning System (Public Warning System – PWS), also known as '112', was cancelled in 2024 due to appeals. The initial bids were announced in 2022.

According to the Ministry, if there are no new appeals, the contract for the project's implementation is expected to be signed in the third ten days of September 2025, with an estimated completion horizon in the first half of 2026.

The Civil Defence Force modified the tender documents with the help of an expert to avoid further delays. The new announcement was made in December 2024, with a deadline for submitting bids at the end of February 2025. The technical evaluation was completed on July 16, 2025.

In parallel, the Ministry referred to the 'POLYVIOS' Plan, which defines the procedures for evacuating areas in cases of emergency. The plan includes informing citizens via SMS, door-to-door visits, and the use of audio means.

The Early Warning System will operate in addition to the 'POLYVIOS' Plan, ensuring the timely information of all citizens, regardless of access to modern means of communication.
