Strengthening and Upgrading Civil Defence in Cyprus

Since June, a broad process of strengthening and upgrading Civil Defence has been underway, taking on a central role in the National Civil Protection Mechanism.
The creation of this new institutional framework was approved by the Council of Ministers in early summer, aiming for better organization and effectiveness in managing emergencies.
The decision to reform was taken in October 2023, following the identification of weaknesses in the cooperation system. The focus is on Civil Defence, with upgraded responsibilities and a new organizational structure.
The reorganization is based on the recommendations of the French Organisation Expertise France report. In March, Minister of Interior Κωνσταντίνος Ιωάννου visited Paris to learn about crisis management practices.
The new form of Civil Defence will undertake crisis management, monitoring critical infrastructure, and coordinating volunteers. Three sectors are being created: Coordination, Crisis and Operations, Communications and Education, as well as Finance, Administration and Personnel.
A Permanent Scientific Council is also being established, and the introduction of the institution of the National Coordinator is proposed.
The reform aims for a more effective civil protection system, capable of responding to challenges and ensuring Cyprus's readiness.
