2024 Early Warning System Tender Cancelled: Ioannou Explains Civil Defense

The Ministry of Interior responded to reports regarding 112, noting that the tenders were announced in 2022 but cancelled in 2024 due to appeals. The Ministry contacted the Legal Service to consider the issue as a matter of security and defense, but the response was negative. The project implementation is expected to be signed within the last ten days of September.
In a statement, the Civil Defense Force informs that the tenders submitted through an open competition in 2022 were cancelled in May 2024 following appeals. After a negative response from the Legal Service regarding the classification of the issue as a matter of security and defense, the Civil Defense Force modified the tender documents with the help of an expert. The new announcement was made in December 2024, with a deadline for submitting tenders at the end of February 2025. The technical evaluation was completed on July 16, 2025, and the bidders were informed. The deadline for submitting appeals expires on August 3, 2025.
If there are no appeals, the contract will be signed in the third ten days of September 2025, with the aim of completing the project in the first half of 2026. The implementation of the System is a priority for the Government.
The "POLYVIOS" Plan defines the procedure for evacuating areas in cases of emergency, including the appointment of responsible persons in each Community and information meetings. The implementation of the Early Warning System will complement the "POLYVIOS" Plan for the timely information of citizens.
