CT Analysis: Moves and Denial in Cyprus Negotiations Restart

Ahead of the Christodoulides-Erhürman meeting in Nicosia on February 24, an analysis of the effort to restart negotiations on the Cyprus issue. President Christodoulides' five-point proposal aims to reaffirm the basis for a solution and the convergences reached up to Crans Montana.
Tufan Erhürman avoids direct confirmation of the form of solution, as described in the resolutions of the Security Council, which is considered necessary for progress. At the same time, Erhürman's stance on Confidence Building Measures is considered strange, as he proposes measures that refer to cooperation between two states.
Acceptance of the first two points by Erhürman would pave the way for convening a Summit and restarting negotiations from where they left off in Crans Montana. Without confirmation of the basis for a solution, the process cannot proceed.
