Audit Service Report: Uncontrolled Situations in the Public Sector

The Audit Service has issued a special report (No. EE-EY 10/2026) regarding the audit of the financial statements of organizations in the wider public sector. The report reveals significant delays affecting transparency and accountability in the management of public resources.

As of December 31, 2025, 6,734 financial statements for the period 1995–2023 were pending, concerning 653 organizations, including Municipalities, Community Councils, School Boards, and other Public Law Organizations. Additionally, 929 financial statements from 179 organizations had not been submitted to the Audit Service by the end of 2025, in violation of relevant legislation.

These delays limit the effective oversight of public finances and increase the risk of waste or misappropriation of public funds.
