Multiple Pensions: President's Referrals and Proposals

The President of the Republic, Nikos Christodoulides, is referring back the laws on multiple pensions for state officials, citing unconstitutionality and practical difficulties in their implementation.
According to the referral letters, the new legislation may lead to unequal treatment of employees and greatly limit their pensions, violating Articles 28 and 23 of the Constitution. The President also argues that the legislation interferes with the competence of the Executive Power.
President Christodoulides proposes lifting the restriction on the definition of "office, function or position" to ensure equal treatment. He also emphasizes the need to weigh the case law to determine the extent of the impact on the pension.
While agreeing with the payment of the pension at the age of 65, the President referred the laws back. It is recalled that he has signed the law on the voluntary waiver of the pension.
Four referral letters have been sent to Parliament regarding the laws on Municipalities, on the Occupational Scheme of Retirement Benefits, on Pensions of the President and Members of the EDY, and on Pensions of the President and Members of the Educational Service Committee.
