Parliament Approves Urban Redevelopment Law: Goals and Next Steps

The House of Representatives Plenary approved the Urban Development Zones (Urban Redevelopment) Law of 2025, incorporating urban redevelopment into national legislation.
The Ministry of Interior announced that the bill is a reform within the framework of the Recovery and Resilience Plan, with the preparation of ten pilot schemes being the next milestone.
The law aims to consolidate, manage, and redistribute real estate for urban planning and activation. It reduces scattered development and solves problems for landowners.
With the passage of the law, land ready for development is created, properties are reorganized, and urban sprawl is limited. In addition, the zoning of large-scale uses is streamlined, and inactive areas are restored.
Urban redevelopment contributes to the development of new housing units, especially within urban areas, and increases the supply of land suitable for various uses, including public spaces and green areas.
The implementation of urban redevelopment will be carried out either with the consent of all owners, or with the agreement of owners and the Local Authority, or by Decree of the Council of Ministers.
