Purchasing Power: Greece and Bulgaria at the Bottom of the EU

Greece ranks among the lowest in the EU in terms of GDP per capita expressed in Purchasing Power Standards (PPS) for 2025, according to preliminary Eurostat data. Along with Bulgaria and Latvia, Greece faces significant challenges in household purchasing power.

In 2025, the EU average amounted to approximately €41,600 in terms of purchasing power. For Greece, the corresponding amount was €28,200, the same as Bulgaria, while Latvia recorded €29,530.

The differences between EU countries are significant. Luxembourg recorded the highest GDP per capita, at 239% of the EU average, while Greece and Bulgaria recorded the lowest, at 68% of the average.

Only 10 of the 27 EU countries exceeded the EU average in 2025. Besides Luxembourg and Ireland, the Netherlands, Denmark, Austria, Germany, Belgium, Sweden, Malta, and Finland all exceeded the average.

These data come from the preliminary estimates of purchasing power parities (PPPs) and GDP for 2025 published by Eurostat.
