The government is promoting a new legislative framework for social housing partnerships, aiming to combine the private and public sectors to construct or renovate public properties. The bill from the Ministry of Social Cohesion and Family is open for public consultation until August 20.

The goal is to leverage public real estate through incentives for private initiatives, with the aim of building housing to meet housing needs. It foresees the creation of social housing and the provision of social rentals with the possibility of purchase for vulnerable groups.

The bill includes:

  1. Possibility of assigning the management of housing to the contractor.
  2. Possibility for the contractor to acquire a co-ownership percentage in the property.
  3. Creation of an electronic registry for transparency.
  4. Establishment of a General Directorate of Demographic and Housing Policy.
  5. Regulation of eligibility criteria by OPEKA.
  6. Setting a minimum percentage of social housing (30%) per project.
  7. Designation of the Ministry of Social Cohesion and Family as the central body.
  8. Institutionalization of short-term accommodation structures for people with disabilities.
  9. Granting lifetime status to parents with three children, similar to families with many children.
