The CEO of the Football Association of England, Mark Bullingham, has expressed his opposition to expanding the use of VAR. According to Bullingham, there is no need to broaden the powers of VAR, as there are already enough interruptions in the game.

The discussion about VAR concerns the right to intervene in cases of a second yellow card, a wrong throw-in instead of a corner, and the abolition of rebounds on penalties. However, according to BBC Sport, there is no relevant proposal at IFAB.

Bullingham stated that the FA of England has a seat on the IFAB Board and participates in regular discussions regarding VAR. He believes that the current model is in a good position and does not need expansion.

VAR intervenes in cases of goals, penalties, direct red cards, and mistaken identity of a player. The General Assembly of the International Football Council will be held in March 2026 in Cardiff.

The Premier League has promised to improve VAR and reduce delays, while the head of the FIFA refereeing committee, Pierluigi Collina, has stated that changes can be made without delays.
