The European Parliament has adopted new recommendations to regulate the use of content by Artificial Intelligence (AI) systems, aiming to protect the copyright of creators.

The report, approved on March 10, 2026, with 460 votes in favor, 71 against, and 88 abstentions, focuses on generative AI (genAI) systems, which create content using data from the internet. MEPs emphasize that the use of copyrighted material for training AI systems must be done with transparency and fair financial compensation to creators.

The Parliament rejects the idea of a single global license and proposes the creation of a new licensing market based on voluntary collective agreements. The role of the European Union Intellectual Property Office (EUIPO) is also proposed for managing a catalog of works excluded from AI training.

Special mention is made of the protection of news media, calling on the European Commission to take measures to protect them from the use of their content by AI systems. German MEP Axel Voss stressed the need for clear rules on the use of creative content to protect creators and ensure fair remuneration.
