Informal EU Summit: Roadmap for 'One Europe - One Market' Presented

The President of the European Council, António Costa, and the President of the European Commission, Ursula von der Leyen, presented the roadmap for the transition to 'one market for one Europe' by the end of 2027, during the informal Summit on Competitiveness in Alden Biesen.

According to EU leaders, discussions focused on simplifying rules, strengthening the single market, energy policy, company mergers, and mobilizing private and public investments. António Costa spoke of a 'new dynamic and shared sense of urgency' regarding Europe's competitiveness.

Ursula von der Leyen described the phrase 'one Europe – one market' as the central message of the Summit. The goal is to have one market for all of Europe by the end of 2027. A detailed 'roadmap' with timelines and specific goals will be presented at the European Council in March.

The plan will be based on five pillars: reducing administrative burden, creating a single market for businesses, building a single energy market, completing the digital single market, and accelerating the implementation of trade agreements.

Particular reference was made to the '28th regime' for businesses, which will allow the establishment and operation of a company with a single set of rules throughout the EU. The President of the Commission announced that the draft revision of the guidelines for merger control will be presented in April.

Responding to a question from ΚΥΠΕ, President Costa stressed that he would work to avoid enhanced cooperation, while von der Leyen stressed that enhanced cooperation is not a closed club.
