The Presidents of the European Council and the European Commission stressed the need for the EU to act faster and more coordinated to strengthen competitiveness, shield the single market, and protect strategic sectors. Antonio Costa and Ursula von der Leyen pointed out that strengthening competitiveness is now a necessity, not an option.

Antonio Costa highlighted the gaps in the single market and the need for the so-called 28th regime for businesses, so that they can operate in the same way in all EU countries. He also referred to the 'European preference' in selected strategic sectors.

Ursula von der Leyen presented the Commission's roadmap for strengthening competitiveness and warned of the need to create 'European champions'. She also announced a plan for new merger guidelines and stressed the importance of energy.

The Summit discussed energy prices and the reform of the European carbon market.
