Spain: 'Perfect Storm' Caused April 2025 Blackout

The general power outage that occurred in Spain and Portugal in April 2025 was not caused by a single reason, but by a combination of adverse factors, according to the committee of experts.
The report confirmed the inability of the Iberian electrical system to control voltage overshoot phenomena, highlighting that the failure was caused by a 'combination of multiple interacting factors'.
Damian Cortinas, chairman of ENTSO-E, said it was the 'largest and most serious failure' in the European electricity system in over 20 years.
The report states that the key phenomenon was the inability to control the voltage in the Spanish electricity system, leading to general production disconnections, particularly of converter-based means used in renewable energy plants.
The April 28, 2025 incident caused widespread failure, paralyzing the peninsula without electricity, internet, and mobile network.
