EU Imposes New Tariffs on Cheap Packages from China

The EU Council has approved new rules for customs duties on small packages entering the EU, mainly from China via e-commerce. The rules aim to address unfair competition for EU sellers, as these packages currently enter duty-free.

Finance Minister Makis Keraunos stated that eliminating the exemption for small packages will help EU businesses and close avenues for unscrupulous sellers. The agreement removes the duty relief for packages valued under 150 euros. Duties will apply to all goods once the EU customs data hub is operational, expected in 2028.

Until 2028, EU member states have agreed to introduce a temporary uniform duty of 3 euros for small packages valued under 150 euros. From July 1, 2026, the duty will be imposed on each different category of items per package. The new system is expected to positively impact the EU budget and national public finances.
