Albania: Actress Sues First AI Minister Over Copyright Infringement

The case of Albania's first AI minister is heading to court, with actress Anila Bisha filing a lawsuit claiming that the appearance of 'Diella' was created based on her likeness without her permission.
Bisha has filed a lawsuit with the Administrative Court of Tirana against the Council of Ministers, the National Agency for Information Society (AKSHI), and the company Apel, requesting the suspension of the use of her personal data.
According to the actress, the contract she signed with Aleat, valid until December 31, 2025, concerned solely the use of her image for the virtual assistant of the e-Albania state platform and did not permit its use for other roles.
Bisha claims that the use of the avatar violates her copyright and deprives her of control over her voice and image, causing her 'great, direct and irreparable damage'.
'Diella' was appointed on September 11, 2025, with the aim of overseeing public procurement and enhancing transparency.
