Munich Conference: US-Europe Relations Strained Despite Rubio's Efforts

European concern focuses on the US preference for bilateral agreements, while Europe wants a tougher stance against Russia on Ukraine, as stated by Volodymyr Zelensky. Even Germany is considering cooperation with France on a European nuclear deterrent.
