Kallas: Turkey-Libya memorandum violates EU member states' rights

The Vice-President and High Representative of the Union, Kaja Kallas, pointed out that the European Union considers the Turkey-Libya memorandum on the delimitation of maritime jurisdiction in the Mediterranean to be violating the rights of EU member states.
Ms. Kallas stressed that the EU expects all countries to respect the sovereignty and sovereign rights of member states, in accordance with international law and the United Nations Convention on the Law of the Sea (UNCLOS). She also added that refraining from unilateral actions that run counter to the interests of the EU is a prerequisite for ensuring a stable environment in the Eastern Mediterranean.
As the European Council recalled in June 2025, the Turkey-Libya memorandum violates the sovereign rights of third countries and cannot produce legal consequences for them. The EU maintains that maritime delimitation differences must be resolved peacefully, through negotiations and with respect for international law.
