Kosovo: Court Temporarily Blocks Parliament Dissolution

Kosovo's Constitutional Court has temporarily suspended President Vjosa Osmani's decree to dissolve Parliament, issued on March 6. The decision prohibits Osmani from taking any action regarding the decree and prevents the Assembly from taking any action while the interim measures are in effect.
The decision was made to prevent irreparable damage to the constitutional order and will remain in effect until March 31, pending a final decision. Osmani cannot set a date for new elections while the measures are in place.
Parliament failed to elect a president on March 5 due to a lack of quorum, as the opposition withdrew after fruitless negotiations. Osmani ordered the dissolution of Parliament citing an article of the Constitution.
Constitutional experts question the correctness of the decision, arguing that the Constitution provides a 60-day deadline for the election of a president. Political analysts see political motives in Osmani's decision, who is said to desire a second term.
