Khalil al-Hayya: Who Is He and Why Is Israel Targeting Him in Qatar?

Khalil al-Hayya, born in Gaza City in 1960, is a leading member of Hamas and its political bureau. He has served as deputy head of the political bureau in Gaza since 2017, participating in negotiations with Israel and international mediators.
Following the deaths of senior officials after 2024, he joined a transitional team coordinating political and military decisions. He also plays a role in negotiations for a ceasefire and the release of hostages.
Israel targeted him after the events of "Black Saturday." According to Israeli media, al-Hayya has taken refuge in Qatar and is under orders to extend attacks on Israel.
