Noem was criticized for her handling of immigration suppression and her department's response after the killings of protesters in Minneapolis. She was also criticized for managing billions of dollars granted to her by Congress.

Mullin will need to be confirmed by the Senate but can serve temporarily as Secretary of Homeland Security until the process is complete.

Trump stated he would appoint Noem as a 'Special Envoy for Securing America.' Noem is the first secretary to leave Trump's second term.
