Forest Department's Deficiencies Led to Loss of €1 Million Guarantee for Akamas Projects

The Audit Office has identified deficiencies and omissions within the Forest Department regarding the implementation of projects in the Akamas National Forest Park, jeopardizing €16.5 million in European funds from the "THALIA 2021-2027" program.

According to the report, there was a delay in terminating the contract for the road network improvement, resulting in additional claims from the contractor amounting to €500,000 and the loss of the possibility to liquidate a €1 million guarantee.

Furthermore, inadequate definition of objectives in the project study, assignment procedures without publication, and the announcement of contracts for the 14 infrastructure hubs before securing an environmental permit were identified, leading to a 135% cost increase and delays.

The Audit Office states that the Forest Department proceeded with the announcement of tenders without consulting all involved parties and without an environmental permit, resulting in changes to the study and delays. There was also a delay in the Forest Department's response to the Central Committee for Changes and Claims.

In the road network improvement project, the Forest Department did not proceed in a timely manner to terminate the contract with the contractor, who eventually liquidated the €1 million guarantee due to the suspension of works.

All works in the area have been suspended by decision of the Council of Ministers due to environmental issues.
